How do I set up a Cambodia charity website for free?

At no cost, I must set up a, say, .org/.com/.com.kh site for a Cambodian biz run by underprivileged locals. How do I do that? I don't want the address to read .weebly.com or whatever. It's important to me, because the workers are good people who do not even have homes to go to. This could be their one shot at betterment.
