The ban of cell-phone use in British Columbia, help on essay?

Can anyone help me. I'm not sure how to layout this, can anyone tell me what I should write for each paragraph, so like a outline? Just to give me a idea, so the INTRO - introductory statement - thesis statment - supporting arguements. Than the body paragraphs which has the intro, body paragraphs and includes conclusion. So my topic is about the ban of cell phone use in BC, and im pro about it so i think they should ban it.
