Installing timber laminate floors in a new house?

I am installing the timber laminate flooring in my house after the builder has finished construction as it is cheaper that way. The builder has asked me if I want them to put the skirting boards on and then use a extra little half-moon dowel piece to hide the edges of the laminate, or leave the skirting boards off for me to install and paint after the laminate is done. Which looks better when finished, and easier to do, skirting boards on or off before the laminate goes down?
