Forcing Bulbs for spring?

I bought tulips, lillies, etc that were supposed to be planted in the fall so they would bloom in spring. However, I was unable to get them planted and now I'm unable to plant them. i live in the midwest and was told to "force" them? I have been doing some reading but still am confused. I have a black thumb! So how do I force them so I can plant them in the spring? Do I put them in water, plain, or with soil? Fridge, cold garage, outside? Any and all info is appreciated!
